[Answerland] Shared Followup question: trying to identify novel

Hello Answerlanders,

A librarian is looking for our help!

“For several years I've been trying to identify an adult novel from about the 1980s, told from the future but taking place in our day. Bombs are placed in the first dams along the Columbia River, in Canada, resulting in massive water discharge as each dam fails, taking out the electric grid for much of the country and changing the landscape and civilization permanently. It sounds similar to Wave by Christopher Hyde, but I found a copy and that's not the book. I've searched through all the Post-Apocalyptic lists I can find online and searched for dam failure novels, of which there have been a couple, but none featured the entire system of dams on, I think, the Columbia River, ending with in the Portland area, with the last chapter looking back on the story as ancient history. If you have any ideas or know of the books I'd love to find it.”
