[Libs-Or] Why is it called "placing a hold" and is there a better phrase that you use?

Hi Bryan,
I agree, this is very confusing terminology. Every library I've worked in
has used "place a hold" to mean requesting material. In your situation,
perhaps freezing/blocking/suspending the account might be clearer.
