Measure - 34-312 - City of Forest Grove - Five-year replacement levy for fire, police, parks, and library services
QUESTION:
Shall City increase operating levy for fire, police, parks, and library to $1.95 per $1,000 for five years beginning 2023-24?


SUMMARY:

This measure would replace the current operating levy of $1.60 per $1,000 of assessed value which expires June 2023. The replacement levy focuses on core services to respond to increased emergency response times, increases in crime, parks maintenance, and recreation and library programs.



The increase in the levy rate to $1.95 would cost a typical homeowner with an average assessed value (not market value) of $233,550 an additional $82 per year in property taxes. This is an estimate only.



Estimated revenues for the levy are $4,089,976 in 2023-24.

Measure - 06-196 - City of Coos Bay - Bonds for constructing/equipping combined library and 911 Communication Center
QUESTION:
Shall City of Coos Bay issue $20,000,000 general obligation bonds for a new combined Library and 911 Communication Center?

SUMMARY:
This measure authorizes the City to issue general obligations bonds in a principal amount not to exceed $20 million, funding a portion of costs to construct an approximately 32,700 square foot combined Library and 911 Communications Center in John Topits Park. The new library replaces the existing structurally failing library on Anderson Avenue and is expected to include space for library collections, study and computer locations, as well as community meeting and age-specific programing spaces.

If the maximum bond amount is issued, the average property tax rate would be approximately $0.97 cents per $1,000 Assessed Value (not Real Market Value).

Measure - 29-164- Tillamook County - Renewal of Local Option Levy to Continue Countywide Library Services
QUESTION:
Shall Tillamook County continue countywide library operations by levying $0.65 per $1,000 of assessed value for five years, beginning in 2022? This measure renews current local option taxes.

SUMMARY:

Measure renews library operating levy that expires in June, 2022. Renewal continues library hours, programs, services, in all County libraries including Tillamook, Bay City, Garibaldi, Rockaway Beach, Manzanita, and Pacific City and rural Bookmobile services.



In 2022, typical homeowners with assessed property value (not market value) of $170,000 would pay $111.



Estimated levy amount for 2022-2023 would be $3,725,288.

Measure - 24-462 - City of Aurora - Bonds for City Water, Wastewater, Stormwater systems; Multi-Use Building.
QUESTION:
Shall the City issue general obligation bonds not to exceed $7,100,000 for water, wastewater, stormwater, City Hall, and community center? If the bonds are approved, they will be payable by taxes from property or property ownership that are not subject to the limits of section 11 and 11b Article of the Oregon Constitution.

SUMMARY:

The City of Aurora seeks approval to issue general obligation bonds to finance capital costs of the city including improvements to the water, wastewater, stormwater systems. Constructing and equipping of a multipurpose building for City Hall, community events, library and emergency management hub and shelter during extreme weather conditions and natural disasters.



Bonds would mature in 21 years or less from date of issuance and may be used in one or more series. If approved, the average annual tax rate is estimated to be $2.90 of $1,000 of assessed value. Actual rates may vary based upon interest rates incurred and changes in assessed value.
