POSITION: Open Scholarship Librarian

Position Summary

The Open Scholarship Librarian provides oversight, strategic planning,
advocacy, outreach, and project management for the Library’s open
educational resources (OERs) including developing strategic partnerships
with campus stakeholders, assisting in compliance with legislative
mandates, promoting and advocating for open access policies, participating
in OER-related university initiatives and collaborating on OER projects
with other academic institutions and consortiums. This position also
creates and implements OER-related instructional resources, including
webpages, tutorials, and workshops on open and affordable course content.
In addition, the Open Scholarship Librarian leads, manages, and
participates in projects related to PDXScholar, the Library’s digital
repository, including establishing policies and best practices and building
awareness participation, and support for its collections and services. This
position guides the Library in gathering and cataloging the university’s
research output and works with Library liaisons and committees to educate
and advise faculty and students on the scholarly ecosystem including issues
of copyright, permissions, and publisher agreements. This position also
develops and provides consultation services for faculty and students on
data management and compliance including instructional programming and
documentation and advises the Special Collections and University Archives
unit on development and maintenance of primary resource collections in
PDXScholar as needed.


Portland State University faculty members contribute to faculty governance
activities within the Library and the University, engage in community and
professional service, and pursue an active scholarly agenda including
publication, research, and seeking grants as appropriate. This full-time,
12-month, tenure-track faculty position reports to the Head of Special
Collections & University Archivist.


DUTIES


Open Educational Resources (OERs)

   -

   Provide oversight, strategic planning, advocacy, outreach, and project
   management for open textbook projects and services.
   -

   Develop strategic partnerships with campus stakeholders and work closely
   with them to promote the use of OERs, support their integration into the
   curriculum, and comply with legislative mandates. Participate in
   OER-related university initiatives.
   -

   Collaborate on OER and repository related initiatives and projects with
   other academic institutions, Open Oregon, the Orbis Cascade Alliance, and
   other groups.
   -

   Guide faculty in the discovery, creation, dissemination, adoption,
   adaption, and assessment of high quality open and affordable course content.
   -

   Create OER-related instructional resources, including webpages,
   tutorials, and workshops on open and affordable course content.


Open Scholarship and Repository Lead

   -

   Lead, manage, and participate in projects related to PDXScholar,
   establishing policies and best practices for digital preservation and
   access:
   -

   Build awareness of, participation in, and support for PDXScholar.
   -

   Increase visibility and usability of digital scholarship and data
   resources.
   -

   Oversee open access journal publishing and other repository services.
   -

   Work with the Digital Scholarship Committee and Library liaisons on
   research impact, open access and research standards, and advising faculty
   and students about what it means to participate in the scholarly ecosystem
   including issues of copyright, permissions, and agreements with publishers.
   -

   Guide the Library in the collection and cataloging of the university’s
   research output.
   -

   Work with campus partners to promote and advocate for PSU’s Open Access
   Policy.
   -

   Collaborate with research administration units on public access
   compliance for publications
   -

   Represent the Library within national organizations including Chorus,
   the Library Publishing Coalition, and SPARC, among others.
   -

   Provide consultation for the creation of new collections in PDXScholar,
   changes to the its overall structure, and act as the main point of contact
   for the repository platform.
   -

   Work with Special Collections and University Archives unit on
   development and maintenance of primary resource collections in PDXScholar.
   -

   Oversee the development and standards of the repository’s
   administrative, structural, and preservation metadata.
   -

   Consult on standards, best practices, and resources related to
   digitization, digital preservation, and metadata operations.


Data Management Planning and Sharing

   -

   Develop and provide consultation services for faculty and students on
   data management.
   -

   Develop instructional programming and documentation to support the
   creation of data management plans.
   -

   Collaborate with the university’s research support units on data sharing
   compliance. Keep up-to-date on funder data sharing requirements.


Research/Scholarly Activities

   -

   Pursue an active publication and research agenda.
   -

   Meet expectations for faculty scholarship in accordance with the
   Library’s and University’s promotion, tenure, and post-tenure review
   guidelines.


University Service Activities

   -

   Support the mission, goals, and objectives of the Library and the
   University.
   -

   Establish short and long-range goals, objectives, and priorities;
   aligned with those of the Library and the University.
   -

   Contribute to the work of relevant Library and University committees and
   workgroups.
   -

   Support Library and University development efforts.


Professional Service Activities

   -

   Contribute to the work of professional associations: local, regional,
   national, or international.
   -

   Maintain current professional expertise through participation in
   workshops, classes, professional associations and networks, and through
   continued awareness of the scholarly literature.


Other Responsibilities

   -

   Engage in community endeavors that may benefit from one’s professional
   expertise, and be a good ambassador for the University.
   -

   Contribute to a positive and collaborative environment based on mutual
   respect, service, open communication, and cooperation.

   Maintain effective and productive communications with colleagues,
   administrators, and community users and organizations.

Required Qualifications

   -

   ALA-accredited MLS or equivalent
   -

   Two years working in an academic or research library
   -

   Experience with repositories and related open scholarship practices
   -

   Experience teaching or training
   -

   Ability to successfully complete a background check and provide
   transcripts


Preferred Qualifications

   -

   Experience with OER development, support or programming
   -

   Demonstrated knowledge of Open Scholarship practices and initiatives
   -

   Familiarity with data management planning and data sharing
   -

   Evidence of professional service and scholarship
   -

   Flexibility and the ability to work positively in a fast-paced, changing

Compensation

Salary is dependent on several factors, and new employees will typically
start around the Q1 level to allow for later growth within the salary band.
PSU has a structured process for determining starting compensation, taking
into account years of related experience, applicable skills, knowledge and
abilities, market parity, and internal equity.


The starting annual salary for this position will be $83,100 but may be
negotiated above this rate dependent upon the factors above, the budget of
the hiring department, and approval from HR.
