You are in luck...the park is in Milton-Freewater...you can check out the
website at the Frazier Farmstead Museum in Milton-Freewater. Really cool
place to visit, by the way!!!  David Diggins has a step and there is info on
the family at the museum's web site at this link:

My gg-grandfather, David Diggins, pioneered Oregon.  Battle Mountain (first
homestead), Umatilla Co I think.  He sold that place to his son Thomas
Diggins and then he built another homestead in Joseph.  I cant find my
records on him.  There wasnt a Pioneer Cert on him.  My greataunt said that
had a park dedicated to the pioneers and there was a step with his name on
it.  Not sure where that was.  The family is buried in Milton-Freewater and
Walla Walla.  So I am wondering if the park is around there?  Hoping that it
could have a date that he came to OR.
