As to what happened at Champoeg, that is where Oregon became part of the US;

Although quite a number of Oregonians know where the park is located, few
are aware that a vote taken at this site May 2, 1843 between American
settlers and former employees of the Hudson's Bay Company established the
first provisional American government on the Pacific Coast.  That action was
one of the principal factors which led to Oregon becoming a United States
Territory in 1848 and, ultimately, to becoming the Union's 33rd state in
1859.

I had no luck with the name Rosaria on USGS locator, also nothing in Oregon
Geographic names.

I guess someone with Ancestry.com will have to look up the census for that
precinct and let whoever it was that was interested in knowing where it is
by street names.

Perhaps this will muddy things up a little;

The Royal Rosarians are an organization devoted to public service and
dedicated to extol the glory of the Rose. Upon assuming membership, Royal
Rosarians pledge to perpetuate the Rose, to embellish its known beauty, and
to ensure the propagation of the Rose under which the individual Rosarian
was knighted into the Kingdom of Rosaria. The rose that Maj. Gen. Burgin
will be knighted under is the “Alexander” rose.

The ceremony is open to the public and will be held at 10:00 a.m. in
Washington Park in Portland, Ore. Maj. Gen. Burgin will be joined by six
Admirals from the U.S. Navy and U.S. Coast Guard in this formal Rosarian
knighting ceremony.

Some one may have posted this earlier, but if not, has some tidbits about
Oregon, mostly taken from blue Book, what got my attention is I have always
pronounce Champoeg wrong by sounding the G, I'm sure I have been told that
many times.
