LOCATION:  SALEM

This position is with the Administrative Services Division (ASD)/Office
of Financial Services/Payroll Unit, which is part of the Department of
Human Services (DHS).  There is one part-time job share (approximately
20 hours per week) opening located in Salem.  This position includes
family health benefits, leave accrual and is represented by a union.

This recruitment announcement will be used to establish a list of
qualified candidates to fill the current vacancy may be used to fill
future vacancies as they occur.

The Office of Financial Services (OFS) is responsible for accurately
recording and reporting the financial status of the Department.  OFS is
the steward of the Department's financial resources ensuring integrity
and accountability by efficiently and effectively providing accurate,
accountable and responsive financial management and business services to
DHS clients, stakeholder, state and federal partners, and employees.

OFS is organized by functional area providing a full-cycle accounting
system including accounts receivable, accounts payable, contract
payments, payroll, receipting and trust, general ledger accounting,
interface and accounting system development and maintenance, state,
federal and management reporting and financial analysis.

This position will be involved in assisting the Office of Financial
Services in becoming a "lean" organization.  This means organizing work
to get the right information to the right place at the right time, while
minimizing waste and being flexible and open to change.   Under a lean
organization, employees closest to the work are empowered to use their
talent to develop more efficient process and progress is verified
through measures.

QUALIFICATIONS

Three years of technical support accounting experience.  Two years of
the experience must include a) coding transactions and checking them for
propriety, b) balancing, and c) resolving discrepancies in computer
edits; 

OR

At least 90 quarter (60 semester) credit hours from an accredited
college, university, or vocational-technical school that include 12
quarter (9 semester) hours in accounting.

Training or experience must include operating a ten-key calculator by
touch and using a computer to enter, update, or retrieve information.

DUTIES AND RESPONSIBILITIES

Major Duties Include:

Audit and verify all applications for benefits for DHS employees,
computing premiums where necessary.  Process all voluntary deduction
requests for new employees, terminations, leave without pay and other
status changes.  Receive and review Personnel Actions for various
changes, making retroactive adjustments and corrections when needed.
There are over 100 possible deductions, ranging from health, dental,
life and disability insurances to savings bonds, union dues, charitable
contributions, etc.  

Act as agency resource for employee questions and communicate clearly
and timely with employees, benefit boards and vendors to ensure that
benefits are accurately processed and updated in PEBB benefits.
Reconcile deductions withheld and report to vendors, coordinating
payment of premiums (both payroll deductions and cash pays).  Coordinate
open enrollment distribution for various deductions 3-4 times annually,
attending training on change or additions/deletions to available plans,
and act as Agency liaison with benefit boards.  Advise management and
help develop policy and procedures to keep the Agency in line with PEBB
rules as they apply to the Agency.

Process requests for handwritten checks for payment of wages to Agency
employees.  This includes but is not limited to terminations,
adjustment/correction, new hire, insurance premium adjustments, pay
advance, etc.  Prepare appropriate documentation to support all special
payments and upon completion, give to manager for review.  Be cognizant
of and alert to labor costing and corrections for the Department.
Assist in records maintenance for divisions of DHS.

Create and update employee time sheets as needed to ensure all employees
have an accurate time sheet on which to record time worked and absences.
Convert and track hardship donations in accordance with rules and
regulations.  Maintain a set of desk operating instructions, detailing
the specific instructions of each function.  Participate in New Employee
Orientation by giving appropriate documents and/or oral presentations on
current benefit information and procedures.  Analyze OSPS Exception
Reports for discrepancies and make adjustments/corrections to time
sheets.

Identify employees going on LWOP, terminating or otherwise losing
eligibility for benefits.  Research and determine COBRA eligibility in
compliance with ORS 743.610.  Submit appropriate COBRA notices to
benefit boards according to benefit board procedures and within
established time lines.  Using available reports, and working with the
Department Safety Officer, implement CBIW laws consistently.  Make
appropriate entries into the OSPS to ensure continuation of coverage
and/or collection of overpayment.  

Ensure FMLA benefits are administered in accordance with Agency policy
and Federal law.  Respond to payroll and benefit inquiries from all
employees as it relates to the Collective Bargaining Agreement,
personnel rules, laws and regulations of the state regarding
compensation/ computation of pay on overtime, shift differential,
deductions, benefits, withholdings, prorating of holidays, and any other
pay related issues.  Complete data input of timesheets for specific
areas of the Department, providing training to timekeepers as needed,
and complete leave accrual corrections as required.

Other duties as assigned.

WORKING CONDITIONS 

Occasional overtime work including evenings and weekends.  Occasional
adjustments of work schedule to meet customer service needs.  Ongoing
lifting/carrying of materials weighing up to 50 pounds.  Ability to work
on multiple tasks simultaneously and within short time frames.
