Marine Board Seeks Comments on Proposed Changes to Aquatic Invasive Species Permit Program

            The Oregon State Marine Board approved initiating a rulemaking process for the aquatic invasive species program at their quarterly Board meeting held October 19, and is gathering public comment during the month of December.
            The proposed rule would allow for more purchasing and placement options of the aquatic invasive species prevention permit for non-motorized boaters.  Proposed is a new, two-year permit purchasing option and making the permit available as a sticker or as a Tyvek tag that can be carried or zip-tied to a manually propelled craft.  Another purchasing option is to make the two-year permit available for purchase through the Marine Board office in Salem, for $10.
            The proposed rule is based on recommendations from a stakeholder committee, comprised of representatives from ODFW, angling clubs, non-motorized and motorized boaters, law enforcement, North Santiam Watershed Council, Oregon Invasive Species Council and Portland State University.
A public meeting is scheduled for December 29, 2010 from 7-9 pm at the Marine Board office, 435 Commercial Street NE, in Salem.  Written public comment will be accepted December 1 through December 31, via email to osmb.rulemaking at state.or.us<mailto:osmb.rulemaking at state.or.us> or by U.S> mail to June LeTarte, Rules Coordinator, 435 commercial Street NE, Suite 400, P.O. Box 14145, Salem, OR 97309-5056.  Comments via telephone cannot be accepted.
All non-motorized boats 10 feet or longer are required to carry an annual $7 transferrable aquatic invasive species prevention permit.  Motor boat owners automatically pay a $5 surcharge on their boat registrations.  Out-of-state residents using motorized boats are required to carry an annual $22 non-resident transferrable permit and non-motorized out-of-state residents an annual $7 transferrable permit.  Currently, permits are only available for one calendar year (expire December 31 each year) and the non-motorized and out-of-state permits include a $2 agent fee.
