Marine Board Approves Boating Facilities Grants, Other Items

The Oregon State Marine Board approved 15, Cycle One boating facility grant requests for the 2017-2019 biennium, from locations all across Oregon.  Twenty applications were received, identifying nearly $5 million in project needs with $2,062,249 in state boater funds and $715,236 in federal funds available.

The following grants were approved in a block vote with project costs under $50,000:


*       Linn County: Peoria Park, vault toilet replacement.  $19,500 state boater funds, combined with $8,900 in county match for a project total of $28,400.

*       Yamhill County: Dayton Landing -design, engineering and permitting.  $25,000 in state boater funds, combined with $25,000 in county match for a project total of $50,000.

*       Metro: M. James Gleason pumpout and dump station replacement.  $5,000 state boater funds, combined with $5,552 in Metro match and $30,000 in federal Clean Vessel Act (CVA) funds for a project total of $40,552.

The following 12 grants were approved individually:


*       Oregon State Parks and Recreation (OPRD): Bullards Beach State Park, debris deflection boom.  $172,500 in state boater funds, combined with $69,000 in OPRD match for a project total of $241,500.

*       Irrigon Community Park and Recreation District (ICPRD): Irrigon Marina, parking expansion and new flush restroom.  $322,920 in state boater funds, combined with $62,739 in ICPRD match and $55,832.40 cash match from the Oregon Department of Fish and Wildlife for a project total of $441,491.40.

*       Port of Brookings Harbor: Port Basin 1, boarding dock replacement.  $408,714 in state boater funds, combined with $56,500 in Port of Brookings match and $70,286 from the Federal Emergency Management Agency (FEMA) for a project total of $535,500.

*       City of Roseburg: Templin Beach Park, restroom replacement.  $68,086.87 in state boater funds, combined with $54,074.32 in City of Roseburg match for a project total of $122,161.19.

*       Washington County: Scoggins Valley Park, Eagle Point parking will be seal coated and striped.  "C"-Ramp parking will have an asphalt overlay, striping, wheel stops and other miscellaneous parking improvements.  $290,595 in state boater funds, combined with $107,020 in Washington County match for a project total of $397,615.

*       Metro: Chinook Landing Marine Park, design,  engineering and permitting assistance to replace the gangway, landside connection, short term tie-up docks, dredging and reinstallation of the pumpout and dump station.  $45,563 in state boater dollars, combined with $36,190 in Metro match, $55,125 federal Boating Infrastructure Grant funds, and $5,299 federal Clean Vessel Act grant funds for a project total of $142,177 for consultant design, engineering and permitting services.

*       Union County: Wolf Creek, self-adjusting dock replacement.  $44,000 in state boater funds, combined with $9,200 in Union County match and $5,400 ODFW Restoration and Enhancement funds for a project total of $58,600.

*       City of Albany: Takena Landing, boarding dock replacement.  $118,000 in state boater funds, combined with $40,300 in City of Albany match for a project total of $158,500.

*       Benton County:  Hyak Park, flush restroom replacement.  $58,290 in state boater funds, combined with $53,013 in Benton County match for a project total of $111,303.

*       Clatsop County: Westport Ramp, design, engineering and permitting to make boating facility improvements.  $27,637 in state boater funds, combined with $17,595 in Clatsop County match, and $13,613 in federal Boating Infrastructure Grant (BIG) dollars for a project total of $58,845 for consultant design, engineering and permitting services.

*       Coos County: Tenmile Lake County Park, boarding dock replacement .  $376,000 in state boater fund, combined with $36,056 in Coos County match s for a project total of $412,056.

*       Malheur County: Bully Creek, parking overlay.  $107,280 in state boater funds, combined with $11,920 in Malheur County match for a project total of $119,200.

The Board also adopted rules for Scenic Waterways Restrictions for the Deschutes River, OAR 250-030-0110, that allows landowners to use motorboats to access their property if they possess a Special Boater Pass issued by Oregon Parks and Recreation Department.  Additionally, the Board approved initiating rulemaking for: Division 015, Ocean Charter Vessels, to clarify boat safety and equipment rules, and; Division 016, Outfitter/Guide Registration, to amend boat safety equipment rules and adopt rules for drug, health and knowledge testing.

The Marine Board is funded by registration fees and marine fuel taxes paid by boaters. No general fund tax dollars are used to support the agency or its programs.  Boater-paid fees go back to boaters in the form of law enforcement services (on-the-water enforcement, training and equipment), education/outreach materials and boating access facility grants.
