The message below from PEBB was sent out this morning.  This is just to
let you know that OSPS has been working with PEBB related to the changes
necessary in payroll transactions for any state employee who is able to
declare his/her domestic partner as a dependent under IRS rules.  

 

As PEBB works with DOJ on this issue and all of the rules become final,
OSPS will update our Reference Manual, training and forms to include
these changes as well as a step-by-step procedure to clarify the
differences in system transactions for a partner who is a dependent.

Good morning!

 

PEBB sent the attached e-mail to all members who have a Domestic Partner
enrolled in a PEBB medical and/or dental plan. You may get some
questions from your employees regarding this e-mail. Here is information
that will be helpful to you while answering their questions:

 

 

Topic: Some domestic partners who meet specific IRS tax requirements may
be a tax dependent for health plan purposes.

 

*         A PEBB member brought this issue to the Board's attention.

*         PEBB staff reviewed the issue with the Attorney General's
Office and reported to the Board (see attached Board document)

*         The Board asked PEBB staff to communicate this issue with
members who may be affected.

*         PEBB will continue to work with the Attorney General's Office
to determine any other actions on this issue the Board should consider
going forward. 

*         PEBB will work closely with OSPS and agency payroll centers to
implement any new processes.

*         If employees have any questions, please refer them to their
tax adviser.

*         Through Cascade Centers, the state's employee assistance
program, employees can have an initial, free 30-minute office or phone
consultation with an attorney or CPA on a legal or financial issue (up
to three per year). If the issue needs further attention, employees can
hire the professional at 25 percent off his or her normal hourly rate.
