Furlough Processing in OSPA - Project Update
Furlough Obligations - Employees New To State Service
Computing Furlough Obligation
Employees newly hired to state service with a start date of October 20,
2009 and later will have their furlough obligation computed
automatically by OSPA using the business rules defined in the DAS HRSD
and Labor Relations Furlough Obligation Chart.

The furlough obligation will not show for any new employee until the
first run of leave accrual after the close of their first pay period.
For example, new hires during October will not show on the P430 screen
until November 9, 2009.
Furlough Taken Soon After Hire
If a new hire needs to take a fixed closure furlough day, or if they
decide to take a floating day, the time screens will accept the "LA"
code entry. The leave accrual system will accept the transaction and
create a negative balance. As soon as the employee's obligation loads
in the next leave accrual run, the days used will deduct from the
obligation balance and the negatives zero out. The adjusted balance
will be reported to the employee on their pay stub.
Caution
If payroll technicians make manual adjustments of furlough to the P435
of new-to-state employees, it will cause the computation and load of the
furlough obligation to fail. Even if your new hires are part-time
employees, do not make any adjustments until after the first LARS update
of furlough obligation.
