Below is an update on our upcoming rollout adding UI benefits to Frances Online. You may find the resources and information included useful for your work, and helpful to share with your staff and those you support.

Dear Partners:
The Oregon Employment Department (OED) is one week away from launching a brand new, easy-to-use online system for Unemployment Insurance (UI) benefits. UI benefits go live through Frances Online on Monday, March 4, at 8 a.m. Frances Online offers features that will provide a better customer service experience for UI claimants. It's also mobile-friendly. Claimants will be able to do a lot more things online through self-serve features, instead of waiting for a letter in the mail or calling the UI Contact Center.
We have developed a partner toolkit<http://unemployment.oregon.gov/partners> that includes talking points, social media posts and newsletter content for your audiences (available in Spanish later this week, check back!). This will help get the word out and aid claimants during the transition to the new system, and after launch on March 4. We have also created a landing page for UI claimants that provides important information about the transition (will be updated on March 4). Important Reminders!
During the migration to the new system, all UI systems and customer service options will be temporarily unavailable. The planned service outage will begin on Tuesday, February 27, at 5 p.m. Click here<https://unemployment.oregon.gov/uploads/docs/Frances-timeline-EN.pdf> for a detailed timeline of when services will be down.  All systems and phone lines will reopen on Monday, March 4, at 8 a.m. Our dedicated teams are working diligently to ensure a smooth migration and to restore all services on March 4.
Tuesday, February 27, before 5 p.m. is the due date to file a new initial UI claim. The due date to file a weekly UI claim for the week of February 18-24 is 5 p.m. on Wednesday, February 28. Otherwise, claimants will need to wait until after 8 a.m. on Monday, March 4 and file through the new system.
The planned service outage will also include Frances Online for Paid Leave claimants and the employer portal, which will be down at 5 p.m. on February 28 through 8 a.m. on March 4. Please feel free to share this with your customers, if relevant.
What to Expect During Planned Service Outage
During the planned service outage, OED customers cannot:

  *   Create a new Frances Online account or access an existing Frances Online account (Paid Leave Oregon and Contributions & Recovery)
  *   File an initial claim, file a weekly claim, restart a claim, check the status of a claim, or make changes to claim information (UI and Paid Leave Oregon)
  *   File or amend tax reports (Contributions & Recovery)
  *   Make a payment (UI, Paid Leave Oregon, Contributions & Recovery)
  *   Apply for an assistance grant (Paid Leave Oregon)
  *   Respond to requests for additional information (UI and Paid Leave Oregon)
  *   Complete ID verification (UI and Paid Leave Oregon)
