[yscon] Library cards for teens

Hello everyone,

We have had an inquiry from one of our library directors (a former teen
librarian), about circulation policies and issuing cards to patrons under
age 18.  Answers have varied, and our law librarian gave a thorough
response based on ALA policies, among other things.  Apparently the problem
in this director's community is that not all of the patrons or potential
patrons under age 18 have photo IDs (their school district doesn't have
them), and the library's current policy requires the parents to come in and
sign for their children under the age of 18.

Our law librarian has checked with me, to inquire about varying policies in
libraries regarding this, and if any of you have any thoughts on this
matter, I'd appreciate hearing from you.  I'll be happy to forward our law
librarian's response to anyone who would like to read it or can post to the
list if you would like to read it.  (She's excellent and thorough, and is
looking for some actual practices in libraries in addition to the ALA's and
legal policies).
